CEO, Mercy Health - Lima
Senior Vice President, Mercy Health
Bob Baxter leads St. Rita's Health Partners in Lima, Ohio, which includes St. Rita's Medical Center, St. Rita's Physician Services, and 11 Joint Venture and other Subsidiary Corporations. He also leads Mercy Health - Toledo, a seven-hospital system serving Toledo, Tiffin, Defiance and Willard.
Prior to coming to Lima, Baxter spent more than seven years at Rapid City Regional Medical Center as the VP, Operations and in the chief operating officer role.
He received a master's degree in business administration and a master's of art from the University of Iowa. He is a Fellow in the American College of Healthcare Executives and in 2008 received the ACHE's "Regents" Award.
|Kevin Casey, DO
Chief Clinical Officer, Mercy Health - Lima
Kevin Casey, DO, joined St. Rita’s in March 2015 to serve as VP of Medical Affairs. Dr. Casey comes from Johnstown, PA where he held the position of Emergency Medicine Residency Program Director and the Medical Director of Emergency Medicine. Dr. Casey completed his medical degree at Ohio University College of Osteopathic Medicine and completed his internship and residency at St. Vincent Mercy Medical Center in Toledo. He obtained his MBA at the University of Tennessee at Knoxville. He has served in healthcare leadership positions for the past twelve years in various capacities.
Dr. Casey’s responsibilities include providing physician executive leadership for regional clinical enterprises. In collaboration with the regional COO, Dr. Casey oversees overall mission, strategic leadership, and the assurance of the delivery of quality, comprehensive health care services for the regional clinical enterprises. Dr. Casey is accountable for ensuring integration, close collaboration with all clinical departments and associated joint ventures. He is also responsible for oversight of the Medical Staff Services Department and Continuing Medical Education Programs.
Dr. Casey lives in Lima with his wife Lisa, who is a family medicine physician, and his two children.
Chief Financial Officer, Mercy Health - Lima
Tim Rieger joined St. Rita’s Health Partners in 1986 as a financial analyst for St. Rita’s Medical Center in Lima, Ohio. In 1995, Rieger was named controller for the Lima region of Mercy Health. In 2013, Rieger was named chief financial officer for the Lima market. He is responsible for financial operations and planning activities in the market, and plays a key role in strategic planning and business development for the organization.
Prior to joining Mercy Health, Reiger worked in public accounting in Toledo, Ohio, during which time he became a certified public accountant. Rieger earned a bachelor’s degree in business administration at the University of Toledo, and holds a master’s of business administration from the University of Findlay.
Rieger currently serves on the board of directors for several of the market’s joint ventures, as well as the West Ohio Food Bank. He recently completed four terms in elected office as president of council in his hometown, and is a member of the Northwest Ohio Chapter of Healthcare Financial Management Association.
Chief Medical Officer, Mercy Health Physicians - Lima
Dr. Matt Owens is the Chief Medical Officer of Mercy Health Physicians- Lima and of the clinically integrated network in Lima. Dr. Owens initially joined the medical staff of Mercy Health- St. Rita’s in 2009 upon completion of his medical training. He is board certified in Physical Medicine and Rehabilitation.
Dr. Owens grew up in the greater West Central Ohio region and is pleased to be serving the area as part of the Mercy Health ministry. Prior to working in the area, he received his bachelor’s degree at Miami University. He then obtained his medical degree at the Medical College of Ohio (now University of Toledo College of Medicine and Life Sciences). He subsequently completed residency training in his specialty at The Ohio State University.
Chief Nursing Executive, Mercy Health - Lima
Jodi Pahl serves in a dual role as the chief nursing executive (CNE) for both the Toledo and Lima regions as well as chief nursing officer (CNO) at Mercy Health – St. Vincent Medical Center and Mercy Health – Children's Hospital.
Jodi joined St. Rita's Medical Center in 1999 as a critical care nurse and most recently served as the hospital's chief nursing executive. During her tenure in Lima, some of her accomplishments included: redesigning the nursing professional practice model to fully incorporate a full model of learning and growth for clinical nurse teams; leading the transition of the telemetry and ICU step down units into one, comprehensive nursing unit; and helping St. Rita’s achieve recognition among Modern Healthcare’s Top 100 Places to Work.
Jodi received her bachelor's degree in Nursing from the University of Toledo in 1990 and a master's degree in Nursing from the University of Phoenix in 2000. She is a member of both the American Nurses Association and the Ohio Nurses Association.
Chief Nursing Officer, Mercy Health - Lima
Cory is the Chief Nursing Officer for Mercy Health, St. Rita’s Medical Center in Lima, OH.
Cory has served in a variety of roles during her nursing career – all of which have been served at St. Rita’s. She began as a staff nurse in 2001 with extensive bedside nursing experience in ICU, ICU stepdown, CVICU, Telemetry, and IV therapy. She proceeded to obtain positions as a Clinical Shift Supervisor, Clinical Nurse Manager, Director of Patient Services, Senior Nursing Administrator and her current CNO role which she began in 2017.
Cory earned her Bachelors of Science in Nursing from Wright State University where she graduated Suma Cum Laude and was awarded the Nightingale Award for Excellence in Nursing. She went on to obtain her Masters of Science in Nursing from Chamberlin College of Nursing in 2016.
Cory’s focus is on delivering high quality patient outcomes through leading and motivating nursing professionals to achieving the highest levels of professional evidence-based practice.
Charla Ulrich RN, BSN, MOD, CIC
Regional Quality Officer, Mercy Health - Lima
Charla is a Registered Nurse with more than 30 years of experience in the health care setting. As Regional Quality Officer, Charla is responsible for the development, implementation, maintenance and evaluation of areas related to quality of care and patient safety. She has experienced significant success in leading patient safety and quality, performance improvement initiatives in both the Toledo and Lima regions as well as throughout Mercy Health.
Prior to her current role in both Toledo and Lima, Charla served as the Chief Quality Officer for the Toledo region, a title she earned after spending several years in the Quality / Performance Improvement / Infection Control department at Mercy Health – St. Vincent Medical Center. In these roles, she collaborated with other leaders to develop strategic plans and objectives that support patient safety and quality within the organization.
Charla earned her Associate Degree in Nursing from the University of Toledo and her Bachelor of Science in Nursing from Lourdes University, graduating Summa cum Laude. She preceded to earn her Master’s Degree in Organizational Development from Bowling Green State University. She has maintained certification in Infection Control and Prevention for over 20 years.
Chief Network Integration Officer, Mercy Health - Lima
Ronda joined Mercy in 1995, and serves as VP and chief operating officer at St. Rita’s Professional Services (SRPS). As COO, Lehman works with the various primary care, specialty practices and the hospitalist program throughout the region. Additionally, Lehman is the Chief Network Integration Officer (CNIO), working with providers via the clinically integrated network.
Lehman began her career in the pharmacy department of St. Rita’s, serving as director of pharmacy before transitioning to administrative director, then executive director role. In 2010, Lehman transitioned to vice president of hospital operations. Throughout these roles, Lehman had many opportunities to work with the medical staff and enjoyed the challenge bridging these relationships in the organization. In 2013, Lehman took her current role of COO.
Lehman received her Bachelor of Science from Ohio Northern University (ONU) and a Doctor of Pharmacy from The Ohio State University. In addition, she has completed her MBA at Tiffin University and the Executive Management Program for Pharmacy Leaders at the Wharton School of Business at the University of Pennsylvania. She is a 2006 graduate of the CHP Leadership Academy. In 2014, Lehman obtained her fellow status with the American College of Healthcare Executives. She is also an adjunct faculty member at ONU.
Born and raised in the area, Lehman has a deep commitment to the Lima community and serves in many capacities. She is currently on the YMCA Board of Directors. She has volunteered for the Literacy Council and Our Daily Bread and is very active in the 4-H program and her church.
President, Mercy Health St. Rita's
Dale Gisi joined Mercy Health in 2014 as the vice president of operations at St. Rita’s Medical Center in Lima. He is responsible for several clinical and non-clinical areas including: cardiovascular services, surgical services, medical imaging, ambulatory surgery, New Vision Laboratory, physical plant, athletic training, pharmacy, respiratory care, outpatient express testing and LACP. He is also the local executive for behavioral health.
Gisi joined Mercy Health after serving for 13 years with Regional Health in South Dakota, where he was most recently the vice president of human resources. In total Gisi has more than 22 years of executive and operational healthcare experience. He has a degree in healthcare administration and holds certifications as a senior professional of human resources and a licensed nursing home administrator in both North and South Dakota. Gisi has served on various community boards and both state and national association leadership positions.
Vice President and Associate General Counsel, Mercy Health
Mike Bissegger joined Mercy Health - Lima in 2008 as general counsel. Bissegger currently serves as general counsel for both Lima and Springfield markets, as well as antitrust counsel for the system. He also oversees electronic discovery for Mercy Health. Bissegger coordinates and oversees legal matters for the market, interfaces with outside counsel, and provides legal, business and strategic advice. Bissegger provides counsel to the system and markets on antitrust matters and assists with mergers and acquisitions, joint ventures, clinical integration and potential antitrust implications.
Prior to joining Mercy Health, Bissegger was a partner in the Washington, D.C. office of Epstein Becker & Green, where he specialized in antitrust counseling and litigation. He represented health care systems, insurance companies, pharmaceutical manufacturers, and others. Bissegger began his legal career as a staff attorney in the Health Care Division of the FTC’s Bureau of Competition where he assisted with antitrust. He received his Juris Doctorate from Cornell Law School in 1992, and a Bachelor of Arts in Linguistics from Brigham Young University in 1989.
Bissegger is married, and has five children and one grandchild. He is active in his church and youth sports. Bissegger is fluent in Spanish, having lived for 7 years in Argentina in his youth.
Vice President, Mission and Values Integration, Mercy Health - Lima
Amy Marcum joined Mercy Health St. Rita’s in January 2006, currently serving as the regional vice president of mission and values integration. Marcum’s responsibilities include overseeing spiritual care, community benefit, ethics and continued organizational commitment to mission and core values.
Marcum began her hospital career as a patient representative at St. Joseph Mercy Hospital in Pontiac, Michigan. In 2006 she joined St. Rita’s as a chaplain journeying with patients and families through crisis and finding hope. In 2007 Marcum became the director of spiritual care. During this time, she worked with Mercy Health Behavioral Health Institute to strengthen the integration of spiritual care, by providing leadership, structure and chaplain training throughout the system.
Marcum earned her Bachelor of Psychology from Miami University (Ohio) and a Master of Arts in Religious and Pastoral Studies from the College of Mount St. Joseph in Cincinnati. She is a trained spiritual/retreat director through a two year program with the Jesuits learning Ignatian spirituality at Manresa Jesuit Retreat Center. She is also a board certified chaplain with the National Association of Catholic Chaplains. Marcum is a member of the Mercy Association, a lay group connected to the Sisters of Mercy and a board member of the Northwest Ohio Literacy Council and the Samaritan House.
Vice President, Business Development, Mercy Health - Lima
Dave Murphy joined St. Rita’s in 2008 as Executive Director to start up and operate St. Rita’s Professional Services (“SRPS”) and currently serves as the Vice President of Business Development for St. Rita’s Health Partners.
Previously, Murphy served at CORA Health Services, Inc. as the Vice President of Marketing from 1998 to 2008, and was with Arbor Health Care Company from 1991 to 1997 also as Vice President of Marketing. Dave has a Bachelor of Science degree in Marketing and Business Administration from Juniata College and an MBA from Nova Southeastern University. Dave is accredited by the American College of Medical Practice Executives, a graduate of Allen/Lima Leadership and Mercy Health’s Leadership Academy.
Dave currently serves on St. Rita’s Institutional Review Board, at the Lima/Allen County Chamber of Commerce as a board member and its Executive Committee as Treasurer. Previously, Murphy served at Randall Bearings, Inc. and Shawnee Country Club on their respective boards and various support committees.
Originally from Pittsburgh, PA, Dave has lived in Lima with his wife and two daughters since 1996.
Vice President, Human Resources, Mercy Health - Lima
Debra Ball is Regional Vice President of Human Resources at Mercy Health – Toledo and Lima.
Debra joined Mercy Health in February 2018 where she works with leaders to develop and implement policies, strategic plans, and training programs, with an emphasis on patient experience, employee safety, compliance, manager development, and performance. She has a strong background in managing organizational change while cultivating open communication, trust and mutual respect.
Debra has more than 25 years of experience in the health care setting. Prior to joining Mercy Health, she served as senior director of Learning and Leadership Development at the Global Leadership & Learning Institute within the Cleveland Clinic. There, she led the design and implementation of an overall leadership development strategy to support enterprise goals. Prior to her time at the Cleveland Clinic, Debra served as vice president of Human Resources at ProMedica Health System. She also spent several years as Vice President and Chief Human Resources Officer for St. Luke’s Hospital.
Debra earned her undergraduate degree and a Master’s of Science and Education in Public Health from the University of Toledo and a doctorate in Education from Bowling Green State University.
